At risk or responsive: Rethinking unemployment policy

Public services increasingly use predictive algorithms to direct scarce support towards those most at risk. But are these also the people who benefit most from intervention? This column explains how to navigate this trade-off and shows why it matters in practice. Job search counselling gets people into work faster, but has little effect on those at greatest risk of long-term unemployment. Combining predictions of risk and responsiveness can make scarce support substantially more effective, while highlighting the need for different support for those hardest to help.

How Labour could solve the youth jobs crisis | Letters

Readers respond to an editorial on creating opportunities for today’s young people to build future careers Your youth unemployment editorial (18 September) sees the crisis clearly, but reaches for the wrong tools. Placements, apprenticeships and work coaches cannot conjure jobs that do not exist. We need macro solutions to macro problems. Youth unemployment is not a crisis of skills or geography. It is insufficient government deficit spending. There is not enough money circulating to employ everyone who wants to work and that is a policy choice, not an accident. Macroeconomists divide the economy into three sectors: government, households and businesses, and the rest of the world. One sector’s spending is another sector’s income. Put simply, government spending is income for the non-government sectors.

New jobs in 140 years of data: Why the AI displacement fear is overstated — and what to worry about instead

Forecasts of AI-driven job destruction rest on counting automatable tasks. But labour markets hire, pay, and fire whole occupations, not tasks – and occupations have proved far more durable than task exposure implies. Drawing on 140 years of Swedish census and register data, this column shows that roughly seven in ten workers today are in occupations whose core functions already existed in the late-nineteenth century. The mass-unemployment fear is overstated; the subtler question is whether today’s technological wave still generates the durable, specialised new work that earlier ones did.
